Creates a resilient electric vehicle charging system pilot program with a 50 megawatt total capacity cap operating at commercial retail rates with monthly cash-out options.

Defines "resilient carbon free power generation" as generating stations with 1.5 megawatts or less capacity, utilizing synchronous generators with black start capability, and no active fossil fuel use.

Establishes an "EV microgrid" as a group of energy resources that can operate independently during extended outages (24+ hours) to provide uninterrupted electric vehicle charging and emergency response services.

Directs the commissioner and public authorities to promulgate rules and procedures within 180 days to implement the program, including a value stack adder for carbon-free generation and a timely interconnection process.

Takes effect immediately upon enactment.
