Prohibits landlords from using, employing, or relying on algorithmic devices that use, incorporate, or were trained with nonpublic competitor data when setting residential rent amounts or rent increases.

Defines "algorithmic device" as a tool using algorithms to calculate data on local or statewide rent amounts to advise landlords on pricing, but excludes monthly trade association reports with aggregated anonymous data and affordable housing program products.

Defines "nonpublic competitor data" as non-public information including actual rent prices, occupancy rates, lease dates, and similar data derived from competitors, regardless of whether anonymized.

Classifies violations as deceptive acts under General Business Law section 349, subjecting violators to all penalties and remedies under General Business Law article 22-A.

Takes effect 90 days after enactment and applies to rental agreements executed on or after the effective date.
