Adds new subdivision 4 to Section 302 of the State Administrative Procedure Act allowing statements affirmed under penalties of perjury to be used in administrative proceedings in place of affidavits with the same legal effect.

Establishes a standardized affirmation form requiring the date, statement that the affiant understands penalties of perjury under New York law (including fines or imprisonment), and acknowledgment that the document may be filed in an administrative hearing.

Amends Section 3020(a) of the Civil Practice Law and Rules to replace the requirement for verification "under oath" with verification "subscribed and affirmed to be true under the penalties of perjury" in accordance with Rule 2106.

Repeals Rule 2106 of the Civil Practice Law and Rules as amended by Chapter 585 of the Laws of 2023 to make a technical correction.

Takes effect immediately upon enactment.
