Requires the Town of Seneca Falls to file a resolution with the state comptroller within 180 days of enactment certifying that Cleere did not bar himself from the twenty-year plan due to his own negligence.

Allows Cleere to elect coverage under Section 384-d within one year of the act's effective date and entitles him to all associated rights and benefits.

Town of Seneca Falls must bear all past service costs, with an immediate one-time payment of approximately $149,000 or the option to amortize over ten years at approximately $19,100 annually plus interest.

Creates an estimated annual cost increase of approximately $10,000 to the Town of Seneca Falls for fiscal year 2025, with future costs varying based on billing rates and Cleere's salary.
