Adds new section 510-e to Vehicle and Traffic Law establishing requirements for suspension of vehicle registration due to cashless toll violations.

Defines "violation" as failure to timely respond to a toll bill issued by a public authority for use of a cashless tolling facility.

Prohibits suspension of vehicle registration for cashless toll violations unless there is clear evidence the owner intentionally and repeatedly evaded paying tolls.

Requires reversal of all current vehicle registration suspensions for cashless toll violations lacking clear evidence of intent to repeatedly evade, effective October 13, 2020, with no penalty to the vehicle owner.
