Authorizes SUNY's board of trustees to designate selected state-operated institutions to offer separate tuition rates for eligible non-resident undergraduate students from academic year 2024-2025 through 2028-2029

Separate tuition rates must be set at no lower than 1.5 times the in-state tuition rate at the designated institution

Eligible non-resident students for reduced rates include residents of Connecticut, Massachusetts, New Jersey, Ohio, Pennsylvania, Vermont, and Canadian provinces of Ontario and Quebec, limited to no more than 10% of enrollment at each designated institution

Board of trustees must consider out-of-state competition, high school graduate levels in recruitment regions, and enrollment capacity when selecting institutions for the program

Selected institutions must report annually to the board of trustees on program impact; provisions expire and are repealed August 31, 2029
