Authorizes Westchester County and its departments to use design-build contracts for public works projects estimated at $10,000,000 or more when undertaken with a project labor agreement, or $1,200,000 or more for specific project types including accessibility improvements, cultural institutions, and security infrastructure.

Requires a two-step selection process: Step one evaluates qualifications through a publicly advertised request for qualifications; Step two awards contracts to the responsive and responsible proposer offering the best value based on specified criteria including cost, quality, experience, and minority/women-owned business enterprise participation.

Mandates all contracts include prevailing wage requirements, project labor agreement compliance, professional licensing standards, and environmental review compliance; contractors must obligate all subcontractors to comply with project labor agreements.

Protects employee rights by prohibiting displacement of current workers, loss of positions, reduction in hours or wages, impairment of collective bargaining agreements, and transfer of existing maintenance and operations duties to contractors.

Requires annual reports to the county executive and board of legislators detailing each design-build contract, procurement process, costs, estimated savings, and minority/women-owned business enterprise participation; act expires 3 years after enactment unless requests for qualifications were issued prior to expiration.
