Amends New York Town Law to require all second class towns to appoint assessors rather than elect them, effective immediately.

Removes assessors from the list of elected town officials, making appointment by town board the standard method statewide.

Allows current elected assessors whose terms end before the law takes effect to complete their existing terms without reelection.

Eliminates provisions allowing towns to retain elective assessors under former Real Property Tax Law section 1556.
