Prohibits housing providers from rejecting rental applicants or tenants based on income amount when the person uses a housing subsidy or voucher issued by a public or non-profit entity, including Section 8 vouchers, as long as the monthly rent is within the provider's allowable limits.

Prohibits housing providers from rejecting rental applicants or tenants based on income amount when the person receives public assistance for housing, provided the individual's rent portion does not exceed one-third of their monthly gross income.

Classifies such income-based discrimination against subsidy, voucher, and public assistance recipients as unlawful discrimination based on lawful source of income under New York Executive Law Section 296.

Defines "housing provider" to include owners, lessees, managing agents, real estate brokers, salespeople, and their agents or employees.

Takes effect immediately upon enactment.
