Adds new section 203-d to workers' compensation law prohibiting covered employers from requiring employees to use paid time off or accrued time before using family leave.

Expands the definition of "family leave" under workers' compensation law to include qualifying exigencies arising from active duty or impending active duty calls for spouses, domestic partners, children, or parents in the U.S. armed forces.

Specifies that active duty includes service within the contiguous United States, Hawaii, Alaska, or any U.S. territory.

Takes effect immediately upon passage.
