Establishes the Empire State Enhanced Public Payment System, a state-operated digital payment platform with a master account and individual wallets for New York residents to send, receive, and store funds without fees.

Requires state entities to disburse all funds to residents through individual wallets linked to the master account, and permits residents to make payments to state entities from their individual wallets.

Mandates banks and payment service providers operating in New York to provide full interoperability between individual wallets and their accounts, permit deposits and withdrawals at ATMs and teller windows, and charge no fees for wallet access.

Requires the Department of Financial Services to develop a free mobile application for accessing the system and ensure all entities accepting mobile payments also accept payments through the state enhanced public payment app.

Imposes strict data privacy standards prohibiting sharing of transaction data with non-governmental entities, requiring cryptographic anonymization of administrative data, and limiting law enforcement access to compliance with Fourth Amendment protections.
