Prohibits cities from imposing late fees or additional penalties on parking violation owners for failure to respond to notices before a finding of liability is established.

Repeals existing provisions (paragraphs b, b-1, and b-2 of Vehicle and Traffic Law § 235) that allowed additional penalties for non-response to parking violation notices.

Late fees may only be assessed after an owner is found liable for a violation and fails to pay the imposed fine in a timely manner.

Removes language from second notice requirements that warned owners of additional penalties for failure to respond, replacing it with notice of potential default judgment.

Takes effect immediately upon enactment.
