Amends public health law to define "public transit authority" as a public authority providing public rail transportation services and includes such authorities in entities required to have opioid antagonists available.

Requires every train operated by a public transit authority to contain an opioid antagonist and mandates that transit authorities provide commissioner-approved training to employees on proper use of opioid antagonists.

Amends railroad law to add opioid antagonists to the list of minimum supplies that must be included in first-aid kits on locomotives operating outside designated yard limits.

Amends public authorities law sections governing medical emergency services programs to require training on knowledge and use of opioid antagonists and their availability on all trains operated by transit authorities.

Takes effect ninety days after enactment, with authorization for agencies to adopt necessary rules and regulations immediately upon passage.
