Establishes a 12-member Senior Driver Safety Commission to study and make recommendations on senior driver safety, with members appointed by the governor, senate president, assembly speaker, and minority leaders of both chambers within 30 days of enactment

Commission shall evaluate current senior driver laws, survey causes of accidents, identify preventative measures, assess screening tests for impaired drivers, and study risks of driving under the influence of prescription drugs

Requires the commission to report findings and recommendations to the governor and legislature within 180 days of the act's effective date

Defines "senior driver" as any individual aged 70 and older with a valid New York state driver's license

Act takes effect immediately and automatically repeals 180 days after enactment
