Establishes the Incentivizing Habitability Opportunity Program requiring local social services districts to provide financial incentives to landlords who rent qualified dwelling units to eligible homeless households.

Defines "eligible household" as individuals or families receiving public assistance who are homeless, including those lacking fixed residence, exiting institutions, facing eviction, fleeing domestic violence, or exposed to hazardous housing conditions.

Requires landlords to enter into leases of at least one year, maintain habitability standards per local housing codes, and can only terminate for good cause with 90-day notice; dwelling units must pass inspection before and annually during tenancy.

Provides monthly incentive payments of $500 per individual or $1,000 per family to compliant landlords, continuing until tenant vacates or lease expires; landlords must reimburse the state if they wrongfully terminate the lease.

Mandates 100 percent state reimbursement of program costs to local districts, using federal funds where applicable and state funds for the remainder; takes effect 180 days after enactment.
