SUNY and CUNY must each hire at least one full-time liaison officer to assist current and incoming students experiencing homelessness, with expertise in financial aid, housing resources, health services, and counseling.

Liaison officers must establish training programs for campus staff, conduct annual surveys on student access to resources, and publish annual reports on the websites of SUNY and CUNY.

Each SUNY campus must designate at least one campus contact person to identify homeless students, provide information about financial aid and support services, and facilitate transitions from secondary to postsecondary education.

Colleges must prioritize students experiencing homelessness for access to on-campus housing during and between academic terms, and develop plans to connect them with external housing resources when needed.

Colleges must waive administrative fees not covered by financial aid and defer payment of fees and deposits covered by financial aid until disbursement to prevent late fees for homeless students.
