Authorizes Alexander D. Rusin, a seasonal meter service worker employed by Erie County Water Authority from June 2, 2008 to August 22, 2008, to receive retroactive membership in the New York State and Local Employees' Retirement System with a membership date of June 2, 2008.

Rusin must file a written request with the state comptroller within one year of the act's effective date to claim retroactive membership, which he failed to obtain during his 2008 employment through no fault of his own.

Rusin's membership status will change from Tier 6 to Tier 4 under the retroactive arrangement, with no refund of his contributions to the retirement system.

Erie County Water Authority must bear all past service costs of approximately $65,100 as a one-time payment and an estimated $5,200 annual increase in contributions for fiscal year 2025.

The act takes effect immediately upon passage.
