Establishes requirements for homeless shelters during state disaster emergencies involving epidemics or disease outbreaks, limiting application to health-related emergencies under Executive Law Section 20.

Requires all social services districts and entities operating homeless shelters to immediately offer private rooms with private bathrooms to homeless individuals and families through direct placement in hotels, motels, or dormitories during declared state disaster emergencies.

Mandates daily screening of shelter employees and volunteers for disease symptoms, compliance with Department of Health policies on disease prevention, and provision of adequate supervision, security, meals, and maintenance at shelter facilities.

Requires the Office of Temporary and Disability Assistance to establish an outreach network to contact unsheltered homeless individuals and offer direct placement and safe transportation to private accommodations during disaster emergencies.

Obligates homeless shelters to report confirmed infections among residents and staff daily to the Department of Health and local health departments, with the state to reimburse 100 percent of implementation costs minus applicable federal funds.
