Changes the identification card program from optional ("allow to obtain") to automatic provision of ID cards to incarcerated individuals prior to or upon release from correctional facilities.

Applies to individuals without an ID card, those without a valid driver's license or learner's permit, and those with expired, suspended, revoked, or surrendered credentials.

Requires the Department of Corrections and Community Supervision to assist incarcerated individuals in obtaining necessary documents for ID card applications, including social security cards and birth certificates.

Mandates the department notify incarcerated individuals verbally and in writing about the program and document whether they decline assistance.

Requires annual reports to the governor, senate president, and assembly speaker on program participation data until December 31, 2026, with the act taking effect April 1 following enactment.
