Requires driver's license renewal applicants to submit proof of a physical examination by a licensed physician starting with the seventh application submission to demonstrate medical fitness to operate a motor vehicle.

Defines "fit" as being deemed by a licensed physician to have the physical and mental capacity to operate a motor vehicle.

Establishes the New York State Task Force on the Effects of Aging on Driving Ability to study how aging impacts driving ability and develop comprehensive licensing approaches.

Task force to examine driver risk identification, age-related degenerative processes affecting vision/hearing/mobility/cognition, vision screening technologies, remedial measures, alternative transportation availability, and public education effectiveness.

Task force consisting of seven members appointed by the governor, legislative leaders, and motor vehicles commissioner must report findings and recommendations to the governor and legislature within one year of the act's effective date.
