Requires authorities to conduct at least six informational meetings (minimum two in-person and two virtual) and publish voting rules at least 30 days before voting, with materials available in residents' languages and accessible formats.

Establishes managing agent obligations including inviting tenant associations to meetings, meeting regularly with tenants during construction, providing uniform grievance procedures, and allowing residents to operate profit-making businesses in their units.

Expands the definition of "family" for public housing eligibility to include single persons of any age, youth aging out of foster care (ages 18-24), homeless youth (16+), and groups of unrelated individuals living together.

Requires public housing commissioners to report annually to the public on development status, subsidy information, conversions, dispositions, demolitions, and resident relocation data.
