Requires the Department of Corrections to include wireless calling capability using portable tablet devices or other portable electronic devices as part of the telephone service system for incarcerated individuals.

Specifies that wireless device calls shall not substitute for or replace regular phone call availability from traditional telephones.

Mandates the Department make a reasonable effort to provide wireless calls free of charge and prohibits charging higher costs for wireless calls than for calls placed from telephones.

Grants the Department the same authority to impose limitations and restrictions on wireless calls as it has for traditional telephone calls.

Takes effect 90 days after the bill becomes law.
