Requires the mental hygiene commissioner, in consultation with health and education departments, to develop course materials on mental health and trauma-informed care for mandatory teacher continuing education.

Course materials must include mental health programs, trauma-informed care practices, adverse childhood experiences, social-emotional learning, behavioral health disorders, crisis de-escalation, and mental health first aid training.

Mandates that teachers complete at least 10 of their required 100 continuing education hours during each five-year registration period on mental illness and trauma-informed care courses.

Authorizes the education commissioner to establish rigorous standards for qualifying courses and permits classroom observation time to count toward continuing education requirements.

Takes effect January 1st following enactment, with rules and regulations authorized for implementation immediately upon becoming law.
