Creates a temporary "Commission to Investigate COVID-19 in Nursing Homes" to study safety measures, death rates, and effectiveness of pandemic response policies in nursing facilities.

Commission shall consist of five members appointed within 60 days: one by the Attorney General (who serves as chair), one by the Senate Temporary President, one by the Assembly Speaker, one by the Senate Minority Leader, and one by the Assembly Minority Leader; all appointees must have healthcare or health policy backgrounds.

Commission has authority to conduct studies, hold public and private hearings, request data from state agencies, administer oaths, subpoena witnesses, and compel production of documents relevant to its investigation.

Commission must submit findings and recommendations for legislation to the Governor and legislature one year after its first meeting.

Act takes effect immediately and repeals one year after the commission delivers its final report to the Governor and legislature.
