Adds definition of "shared pharmacy services" to Education Law §6802 as a system allowing registered pharmacists or pharmacies to process or fill prescriptions for other registered pharmacists or pharmacies pursuant to commissioner regulations.

Requires pharmacies providing shared pharmacy services to have the same owner or a written contract outlining services and shared responsibilities, and to share common electronic file or technology for accessing necessary information.

Mandates participating pharmacies maintain records identifying individuals and pharmacies involved in processing each prescription, maintain prescription tracking systems, notify the department of disciplinary actions within 30 days, and include pharmacy names and registration numbers on prescription labels.

Requires pharmacies to notify patients through posted signage or website that prescriptions may be processed off-premises and obtain one-time written or electronic patient consent prior to dispensing; patients may opt out at any time.

Permits nonresident establishments (pharmacies outside New York) to participate in shared pharmacy services if registered with the department and designates an in-state agent for service of process; takes effect 18 months after enactment.
