Establishes the "New York State Green New Deal for Public Housing Act" to align public housing upgrades with New York's climate goals under the Climate Leadership and Community Protection Act (CLCPA).

Requires the Department of Public Housing to conduct a study identifying market gaps for energy-efficient appliances, construction materials, and mechanical systems needed for public housing and Rental Assistance Demonstration (RAD) renovations.

Directs development of a standardized list of energy-efficient products and materials, including mass timber products and passive house standards requiring no more than 15 kilowatt hours per square meter for heating/cooling and 60 kilowatt hours for all domestic energy use.

Mandates creation of procurement plans for bulk purchasing and requests for proposals to achieve cost advantages through large contracts while encouraging innovation in green building materials and technologies.

Requires the commissioner to publish study results within one year and procurement plans within 100 days, with biennial reports to legislative leaders on progress and cost-effectiveness of green procurement practices.
