Defines motorized scooters as wheeled devices with handlebars powered by electric or gasoline motors, excluding bicycles with electric assist, electric scooters, motorcycles, and mobility assistance devices.

Requires motorized scooters to be registered with number plates, inspected annually (including batteries), and operated only on roads with speed limits of 30 mph or less at maximum speeds of 15 mph.

Prohibits operation by persons under 16 years old, on sidewalks (except as authorized locally), on public lands except designated areas, and while carrying passengers or excessive cargo.

Mandates liability insurance for motorized scooters operated off owner's property, protective headgear for operators ages 16-17, and equipment including front/rear lights, bells, and working brakes.

Establishes criminal penalties for operating while impaired by alcohol or drugs (misdemeanor to Class E felony depending on severity and prior convictions) and for leaving the scene of incidents involving injury, enforceable only in connection with crashes.
