Establishes a memorial sign program administered by the Department of Transportation to publicly memorialize victims of alcohol or drug-related vehicle collisions, excluding impaired operators.

Memorial signs must include "Please Don't Drink and Drive" or "Please Don't Drive Impaired," the phrase "In Memory Of" with victim name(s), and the collision date; multiple victims' names may appear if they fit on one line.

Applicants request signs through a department application and pay a fee determined by the department to help cover posting costs.

Signs remain posted for two years, after which the department may release the sign to the applicant; damaged signs are removed and replaced at no cost if damage resulted from department negligence.

Department must promulgate rules and regulations to implement the program, and all signs must comply with applicable federal law and regulations; act takes effect 180 days after enactment.
