Allows MTA police officers to transfer membership from the MTA police retirement program to the New York State and Local Police and Fire Retirement System, provided they are active members of the receiving system

Permits MTA police officers to transfer from the New York State and Local Police and Fire Retirement System or New York City Police/Fire pension funds to the MTA police retirement program if they are active members

Eliminates the requirement for pension reserve transfers for members with less than ten years of credited service, except for specific transfers involving NYC police and fire pension funds

Requires pension reserve transfers only when members with 10 or more years of credited service transfer between public retirement systems of the state, excluding transfers within NYC city employee and teacher systems

Applies retroactively to membership transfers initiated on or after January 1, 2023, with notice required within one year of the effective date or transfer date, whichever is later
