Requires the Commissioner of Education to promulgate rules and regulations establishing uniform statewide protocols for diapering and toileting of students in public schools.

Protocols must include safe and accessible facilities for diapering and toileting, proper equipment and supplies to maintain sanitary conditions, and basic procedures to promote a safe and healthy environment.

Applies to school districts, public schools, boards of cooperative educational services, special act school districts, approved preschool special education programs, approved private schools for students with disabilities, and state-supported schools.

Takes effect eighteen months after becoming law, with authority for the Commissioner to develop necessary rules and regulations immediately upon enactment.
