Expands definition of "licensed school-based health, dental or mental health clinic" to include school-based mental health clinics operating as telehealth clinics under public health law section 2999-cc.

Directs the commissioner of education, in consultation with commissioners of mental health and developmental disabilities, to develop minimum qualifications for school districts to operate telehealth school-based mental health clinics consistent with existing best practices.

Establishes the student mental telehealth reimbursement fund in the joint custody of the state comptroller and commissioner of taxation and finance to reimburse school districts for costs of establishing and maintaining telehealth mental health clinics, including contract costs, technological equipment, and physical space.

Dedicates 5% of state tax revenue from mobile sports wagering to the student mental telehealth reimbursement fund for annual awards to school districts administering school-based mental health telehealth services.

Becomes effective 180 days after enactment.
