Requires businesses employing commercial bicycle operators to assign three-digit identification numbers, issue identification cards with operator photos and business information, provide CPSC-compliant headgear at business expense, and maintain a roster of all operators including names, addresses, employment dates, and identification numbers.

Mandates businesses equip each electric-assist bicycle with a bell or audible device, white headlight and red taillight, reflex reflectors, brakes, and a metal or plastic sign at least three inches by five inches displaying the business name and unique bicycle identification number.

Requires businesses to provide safety training covering bicycle operation laws, traffic behavior, hazard avoidance, pedestrian and motor vehicle safety, bicycle maintenance, and injury prevention, with operators receiving a certificate of completion.

Establishes penalties of $250 for a first violation, $300 for a second offense, and $500 for each subsequent offense, with fines assessed to the business employing the operator; takes effect 90 days after enactment.
