Requires the Long Island Rail Road and Metro-North Commuter Railroad to establish a no fare program for trained and sworn police officers defined under Criminal Procedure Law section 1.20 with active law enforcement responsibilities in the metropolitan commuter transportation district.

Mandates officers register with both railroads as a condition of riding without cost, including providing their regular working hours and expected trains.

Requires annual re-registration of participating officers and presentation of law enforcement identification along with any pass issued by the authority.

Preserves the authority's ability to provide no fare transportation to police officers employed by New York City or peace officers employed by the authority and its affiliates outside of this program.

Takes effect thirty days after becoming law.
