Amends Town Law Section 23 to allow the comptroller and building inspector in the town of Chester, Orange County to reside anywhere in Orange County instead of requiring them to be town electors.

Amends Public Officers Law Section 3 to permit comptroller and building inspector positions in the town of Chester to be filled by Orange County residents rather than town residents.

Maintains the existing residency requirement (town elector status) for comptroller and building inspector positions in all other towns unless changed by future legislation.

Takes effect immediately upon enactment.
