Allows county police communications operators, supervisors, assistant bureau directors, and bureau directors (police 911 communications) to retire after 25 years of creditable service with a pension equal to one-half of final average salary

Permits counties to elect to provide these benefits by adopting a resolution and filing it with the state comptroller, accompanied by a cost estimate affidavit from the county's chief executive officer

Includes credit for prior service as state police, firefighters, police officers, criminal investigators, probation assistants, and other law enforcement positions toward the 25-year service requirement

Requires electing counties to bear all costs, including an estimated one-time past service cost of approximately 16% of eligible members' salary and annual contribution increases of approximately 5% of salary

Takes effect January 1, 2025; allows members under Article 14 to make an irrevocable election within one year to forfeit those benefits in favor of this 25-year retirement plan
