Amends the definition of "temporary health care services agency" under Public Health Law Section 2999-ii to include digital platforms and applications that connect health care personnel to health care entities, not just those providing traditional temporary employment services

Expands the definition to explicitly cover entities utilizing technology-based solutions, apps, and internet platforms for procuring or connecting temporary health care personnel to health care entities

Adds a new subdivision defining "assign" to include the connection of health care personnel to services at a health care entity, extending the term beyond traditional assignment methods

Maintains existing exclusions for individuals providing only their own services on a temporary basis and home care agencies licensed under Article 36 of Public Health Law

Takes effect immediately upon enactment
