Report must include data on qualifying applicants, denied applicants, appeal outcomes, and eligibility requirement analysis for the past five years, with findings separated by region.

Report must be submitted to legislative leaders and the governor's office within one year of the act's effective date and made publicly available on the office's website.

Commissioner is authorized to request data and resources from other state departments, divisions, and agencies as needed to complete the study.
