Authorizes Mt. Vernon to establish a demonstration program using photo speed violation monitoring systems in up to 20 school speed zones to enforce speed limits during school hours and student activities.

Imposes monetary liability on vehicle owners for speeding violations of more than 10 mph above posted limits, with penalties not exceeding $50 per violation plus up to $25 additional penalty for failure to respond timely.

Requires photo speed violation monitoring systems to pass daily self-tests and annual calibration checks performed by independent laboratories, with operators maintaining signed daily setup logs.

Restricts use of recorded images to violation adjudication only, prohibits public access, and mandates destruction of images upon final case resolution or one year after notice issuance, whichever is later.

Exempts vehicle lessors from liability if they timely provide lessee information to the parking violations bureau, and provides defenses including stolen vehicle reports and malfunctioning equipment.

Requires annual reporting to the governor and legislature on crash data, violation statistics, enforcement results, and program expenses through December 1, 2029, when the program expires.
