Lowers the minimum age for required influenza vaccination offers in general hospitals from 65 to 50 years old.

Requires hospital administrators to offer influenza vaccination annually between September 1 and April 1 to admitted persons age 50 or older.

Maintains existing requirement for pneumococcal vaccination to be offered to admitted persons age 65 or older.

Requires hospitals to adopt immunization policies including procedures for identifying eligible patients, offering vaccines upon admission or discharge, providing risk/benefit information, and documenting vaccine administration and adverse events.

Takes effect 90 days after becoming law, with the commissioner authorized to waive requirements during vaccine shortages.
