Authorizes the Commissioner of General Services to transfer approximately 20 acres of state-owned land in the Town of Groveland, Livingston County to the Livingston County Water & Sewer Authority for $1, subject to the Commissioner of Corrections and Community Supervision consent.

Land must be used exclusively for operating and maintaining a wastewater treatment plant, appurtenant facilities, and water quality control purposes.

Ownership reverts to New York State if the land is not accepted or used for the specified wastewater treatment purposes.

The Authority must submit a formal application as a board resolution to the Office of General Services within one year of the act's effective date, acknowledging and accepting the use restrictions.

The state retains easements for ingress and egress over existing driveways on the westerly and southerly portions of the parcel to access remaining state-owned lands.
