Authorizes Lee Weinstein, a police officer with the Town of Chester police department, to receive service credit under the special twenty-year retirement plan (section 384-d) for his employment with the Village of Greenwood Lake from August 15, 2001 to September 6, 2005.

Permits the Village of Greenwood Lake and Town of Chester to elect coverage under section 384-d by filing a resolution with the state comptroller within one year of the act's effective date, certifying that Weinstein did not bar himself from the plan through his own negligence.

Allows Weinstein to elect coverage under section 384-d and receive full rights and benefits associated with that plan by filing a request with the state comptroller within the effective date of the resolution.

Requires the Village of Greenwood Lake and Town of Chester to bear all employer past service costs, which may be amortized over a ten-year period; estimated one-time costs are $411,000 (Town of Chester) and $24,000 (Village of Greenwood Lake), plus approximately $15,000 in annual contributions.

Effective immediately upon enactment.
