Requires all higher education institutions in New York to adopt comprehensive suicide prevention, intervention, and postvention policies by August 1, 2024, developed with input from mental health professionals and suicide prevention experts.

Mandates gatekeeper suicide prevention training (QPR or similar) for residential assistants, student housing staff, academic advisors, and campus security personnel prior to starting duties or by the next academic year.

Requires institutions to establish emergency contact notification protocols for students expressing suicidal thoughts, including case-by-case review of safety and privacy concerns before disclosure to family.

Obligates institutions to develop partnerships with community mental health providers and create off-campus peer support programs, particularly for commuter and off-campus students.

Directs the Board of Regents to develop model policies and guidelines within 30 days to assist institutions in compliance, and requires institutions to review and update policies at least every five years.
