Renames the Syracuse Comprehensive Education and Workforce Training Center to the Syracuse Science, Technology, Engineering, Arts and Mathematics (STEAM) high school, removing references to workforce training components.

The high school shall serve students in grades 9-12 from the Onondaga, Cortland, and Madison county BOCES region, governed by the Syracuse city school district board of education.

Students retain enrollment in their home school districts and continue to receive state aid as residents of their district of residence; home districts must provide transportation up to 30 miles and make direct tuition payments to Syracuse.

Removes provisions authorizing a separate workforce training center governed by SUNY Empire State College and eliminates workforce training programs, industry certifications, and evening educational opportunity center programs previously authorized.

Maintains authorization for Onondaga County to own the facility under a lease with Syracuse city school district, with a 1,000-student building aid enrollment and multi-year cost allowances for renovation and equipping.
