Amends Public Health Law Section 1399-ii-1 to require the Commissioner of Health, in consultation with the Commissioner of Education, to establish an electronic cigarette and vaping prevention, awareness and control program.

Changes the program requirement from instructional tools and materials that "may" be used by schools to materials that "shall" be used by all schools.

Program must include age-appropriate instructional materials and marketing/advertising materials designed to educate students, parents, and school personnel about health risks of vapor products and control measures to reduce vaping, particularly among persons under 21 years old.

Takes effect 90 days after becoming law, with authority for the Department of Health to establish necessary rules and regulations for implementation immediately.
