Expands the definition of workers covered by consecutive hours restrictions to include all health care workers (unlicensed assistive personnel, service, maintenance, clerical, professional and technical workers), not just nurses.

Prohibits health care employers from requiring nurses or health care workers to work beyond their regularly scheduled hours, except in cases of health care disasters, emergency declarations, staffing emergencies, or ongoing medical/surgical procedures.

Excludes doctors, interns, residents, facility management personnel, and correctional facility security personnel not providing health care services from the definition of health care worker.

Permits voluntary overtime and does not diminish any existing rights under other laws, regulations, or collective bargaining agreements.

Takes effect 60 days after enactment into law.
