Establishes a small business energy conservation ombudsman program within the division for small businesses to represent small businesses on state energy policy and climate leadership goals.

Requires the program to solicit input from small businesses and organizations on energy conservation and the state's clean energy agenda.

Mandates the program to participate in and facilitate small business involvement in developing rules and regulations related to building retrofitting, new construction compliance, and transportation sector electrification.

Directs the program to investigate and resolve energy conservation complaints from small businesses against state agencies and local authorities, and provide guidance to state agencies on program development and operation.

Requires the program to distribute information on energy conservation, refer businesses to specialists for alternative technologies, and provide information on state-sponsored financial and technical assistance programs.
