Requires the Department of Health to develop and distribute informational materials and posters about emergency contraception to all SUNY and CUNY colleges and universities for display on campuses and distribution to students.

Mandates that materials explain emergency contraception is safe and effective for pregnancy prevention according to the FDA and clarify that it does not cause abortions.

Directs each college and university to determine the method for distributing materials to students and displaying them at appropriate campus locations.

Requires the Department of Health to consult with reproductive health care providers, students, and university officials when implementing the program.

Takes effect 120 days after becoming law, with immediate authorization for agencies to develop necessary rules and regulations.
