Directs the Commissioner of Developmental Disabilities to establish a tiered eligibility program for Office for People with Developmental Disabilities services targeting individuals with learning disabilities and complex neurological impairments such as autism spectrum disorder and Asperger's Syndrome.

Tier One provides up to six months of intensive service navigation to connect individuals to appropriate services and supports, including mental health services, vocational services, educational planning, and crisis intervention.

Tier Two extends services for an additional six months, continuing crisis stabilization efforts and conducting adaptive behavior assessments to prepare individuals for full Office for People with Developmental Disabilities eligibility determination.

Requires the Commissioner to consult with experienced service providers and statewide learning disability associations to develop a reimbursement methodology covering reasonable costs for intensive service navigation.

Takes effect 180 days after enactment, with authorization for immediate rule and regulation development to implement the program.
