Amends Real Property Actions and Proceedings Law section 1325 to allow courts to appoint receivers in mortgage foreclosure actions without requiring notice of motion.

Permits agencies administering residential real property laws in cities with populations of one million or more to submit lists of qualified persons to the chief administrative judge of the supreme court.

Restricts court appointments of receivers to only those persons whose names appear on the agency-submitted qualified list in cities with populations of one million or more.

Requires that any managing agent appointed by a receiver must also be selected from the same qualified list maintained by the residential property administration agency.

Takes effect immediately upon enactment.
