Requires adult homes to actively address resident needs through developing independent living skills, ensuring access to mental health services, encouraging community involvement, and fostering a homelike atmosphere.

Defines "persons with serious mental illness" as individuals with designated mental illness diagnoses under DSM-IV-TR whose severity and duration results in substantial functional disability.
